The founder and chairman of China’s leading Aids charity, Chi Heng Foundation, Chung To supports AIDS-impacted children in the country with education and living expenses. Since establishing the organisation in 1998, he has helped tens of thousands of children orphaned by AIDS, whose parents contracted the virus via a contaminated blood trade, and has helped reduce the stigma they often face via educational programmes. Chi Heng Foundation has also established social enterprises that employ adults living with HIV who are unable get work elsewhere, including one that manufactures laundry bags for Marriott and Accor hotels, while its biennial fundraising ball has become a hot ticket in Hong Kong society.

Chung To is originally from an investment banking background but gave it up to found the charity. He is also a member of the Hong Kong government’s Community Forum on Aids and Hong Kong Advisory Council on AIDS.
